Board Approves Rivera's Literacy Curriculum

Aims to create concrete strategies, paths to success

The Norwalk Board of Education unanimously approved Superintendent Manual Rivera's Pre-K to 5 Literacy Comprehensive Plan Tuesday night despite skepticism from several members and parents on its results. 

"I'm telling you, there's going to be milestones, there's going to be a plan, there's going to be assessments, it ain't going to happen all in one year," said Rivera. "But to change a system like this that has been operating like it has been in the last 10, 15, 20 years, it's not going to happen overnight, it's going to take time."  

The board also approved the new english language curriculum for Norwalk's public elementary schools. Part of the plan offers a pilot program with Core Knowledge (CKLA) as an optional alternative in one or two schools. 

"In that process, there will be some students who struggle, we know that," said Rivera. "And when those students are struggling, teachers need to know what those steps are and it won't be filling out a form to comply with state guidelines and state regulations. They need to know, what are those strategies. They've got to have someone who is monitoring them, who is tracking the process of every single child at the school level and making sure that there are the right interventions in place, and that they get executed and that children don't be left for two month or three months with leveled readers that are below standard, because then they don't have a chance."  

Rivera says his goal is that 80 percent of the students will meet the required standards. Chairman Mike Lyons voiced his confidence in Rivera's six-month working plan.
